LA LATITANZA ITALIANA DAL RAPEX

Il Rapex, sistema di allerta rapido all’interno della UE per i prodotti non food, farmaceutici o medicali, che possono comportare un rischio per la salute e sicurezza dei consumatori , è una bellissima istituzione di cui andare orgogliosi.

La sua “trasparenza” e visibilità rende effettivamente più sicuro il consumatore , che sa che almeno le informazioni sui possibili rischi associati a qualche prodotto , circolano rapidamente e senza coperture ed insabbbiamenti.

 

Peccato che non tutti i paesi europei lo utilizzino in ugual modo.

In particolare l’Italia è uno di quei paesi che al momento non ha praticamente segnalato alcun ritiro o sequestro di prodotti cosmetici.

Questo può essere per varie ragioni:

1° i cosmetici che circolano in Italia sono tutti perfetti , rispettano le  normative e non comportano nessun rischio

2° i cosmetici che circolano in Italia sono più o meno analoghi a quelli che circolano negli altri paesi europei ma in Italia si fanno pochissimi controlli sulla sicurezza dei cosmetici .

3°  i cosmetici che circolano in Italia sono più o meno analoghi a quelli che circolano negli altri paesi europei, ogni tanto qualche controllo ne trova qualcuno irregolare ma nessuno comunica al Rapex il provvedimento.

Purtroppo le risposte 2 e 3 sembrano le più vicine alla verità.

Sicuramente, rispetto a paesi come il Portogallo , l’Italia non è un severo controllore del cosmetico.

Anche se recentemente il ministero della sanità  ha rivisto ed evidenziato alcune delle norme da seguire per la messa sul mercato di un cosmetico in Italia, è un dato di fatto che moltissimi cosmetici vengono commercializzati senza preventiva registrazione al ministero ed alle AUSL regionali, così come moltissimi prodotti non hanno mai preventivamente inviato la formula qualiquantitativa o quasiquantitativa (frame)  ai centri antiveleni, procedura obbligatoria in molti paesi anche europei.

Gli stessi controlli presso le aziende produttrici non sono certamente assillanti.

Possiamo solo stimare il peso di questa  inefficenza dei controlli preventivi , mentre è un dato di fatto documentabile che i pochi sequestri e ritiri dal mercato di cui si è venuti a conoscenza attraverso giornali e notiziari non sono stati comunicati al Rapex.

A questi provvedimenti non comunicati  dobbiamo sommare i non provvedimenti, ovvero i casi di prodotti che hanno subito sequestro o ritiro all’estero ma non italia. Sul perchè un cosmetico di produzione italiana che viene giudicato pericoloso per il consumatore Portoghese , Sloveno , Francese o Tedesco in Italia non venga neppure segnalato possiamo fare solo congetture.

nitrosamines are permitted in cosmetic matrixes only
as technically unavoidable residue at levels that do
not pose a risk to health.
